In our case we were using the Hestia Pro WordPress theme and you are using Webcraftic Robin image Optimizer. After working with the fin people at Hestia support and playing around disabling plugins we found the problem was caused by Webcraftic Robin image Optimizer.

If both Jetpack and Webcraftic Robin image Optimizer are set to enable USE LAZY LOADING FOR IMAGES, the thumbnails don’t appear on the WordPress homepage… just ugly placeholders. The solution was to simply turn off USE LAZY LOADING FOR IMAGES on Webcraftic Robin image Optimizer:
