In both Windows 8 and 10, the settings for Quiet Hours SHOULD appear under SETTINGS > NOTIFCATIONS. I say SHOULD because in build 10159 of Windows 10 that I am using now, there are not settings for quiet hours. I have reported this to Microsoft and expect a (near) future build will correct this issue.

It works now. It is on the Action center, next to Night Light mode.
I'm on Windows 10 build 15063 and it's still not there in August 2017. Another great useless feature from Microsoft.

i think you configure options to quiet hours from cortana (unfortunately i don't have this in my region)
