SOLVED: THE STORE TERMS OF USE MUST BE ACCEPTED BEFORE YOU CAN BUY THIS ITEM. ASK YOUR PARRENT TO GO TO WINDOWSPHONE.COM TO ACCEPT THE STORE TERMS OF USE

I am Microsoft Certified Tech and Partner who has worked with MS partner and retail support on this issue on and off for THREE MONTHS. I have more than 8 hours into this issue.  The real problem is a very poorly worded error message.  The key phrase is it missing is: “… AND HAVE YOUR PARENT SIGN IN WITH THEIR MICROSOFT ACCOUNT.”  In case you do not immediately know what I am talking about read on…  If this answers you question be a nice guy/gal and click on one of my ads so I can get $.01 from Google! 🙂

BACKGROUND:

Person registered with Microsoft (Live/Xbox/Hotmail/Outlook/WindowsPhone) is less than 18 years old and is forced to have a CHILD account.  When said child attempts to download nearly anything on their Windows 8 Phone (in my childs case a Nokia 520), they receive the following message:

THE STORE TERMS OF USE MUST BE ACCEPTED BEFORE YOU CAN BUY THIS ITEM.  ASK YOUR PARRENT TO GO TO WINDOWSPHONE.COM TO ACCEPT THE STORE TERMS OF USE.

As the Parent, you the surf off to WINDOWSPHONE.COM, sign in as the only person you know with a WindowsPhone.com account… your child.  Then you click into MY ACCOUNT, FAMILY.  You might be prompted to accept TERMS OF SERVICE or something similar but still you child can not download much on their WP8 cell… wow, is this getting frustrating.

SOLUTION:

What you (and I) did not realize was that you because you do not have a Windows Phone so you do not think you have a Windows Phone Account, WRONG… if you are listed as the PARRENT, that means you have a Microsoft account and that means you have a WindowsPhone.com account, so just:

  1. surf to www.WindowsPhone.com
  2. sign in with YOUR (parent) account
  3. click ACCOUNT (top right)
  4. then FAMILY
  5. then you will see your KIDS account and a FIXIT link, click FIXIT
  6. Approve the TERMS OF USE for your child
  7. Have a nice day

Your child does not even need to log out/in or reboot.  It will work instantly.

  • oh and Ryan create a new live account using your moms info then in that account add your live account then do what I said and change the date in your moms new live account under you as I said in the above to you being 18 and problem solved.

  • I did what was suggested here and same problem. I even went in created live accounts and the family safety site had all parties on it Blah Blah. What fixes this instantly is logging into your account on live then going to child's account and making them 18.

  • My mom cant get into her old account which has me on it on her family, and i need to update my terms of use so i can update/download apps and i cant update the terms of use because im on that old account,is there a way i can get taken off that old account and put on her new one?

  • Sorry, that doesn't work. As a parent, it gets me to the save window, than boots me back to the Windows phone store not accepted. I think I'll set my daughters account as an adult, lying to M$.

    • Good Day; This most definitely worked in the two situations I have seen personally. I am certain there are other causes of this behavior but I have not run into them. If you find a solution to your situation, please post it here.

      • I had to completely remove my child (which means I lost all my xbox settings for mine), Then I was able to re-add the child and the settings applied

          I got very close to doing the same thing before I figured this out. It was so VERY VERY frustrating.

          Microsoft is making huge strides in user access right now so I hope they clean this mess up soon. Windows 8.1 is a massive improvement on Win8 and Windows 8.2 code named Windows Threshold (fyi, this site is linked to http://www.WindowsThreshold.net ) is expected to be a leap again.
